The Protection of Freedoms Act 2012 states the applicant must receive their certificate at their UK home address.

The office address can only be used as ‘care of’ for persons coming from abroad who do not have a current UK address. This is not intended for persons who have just moved out of a UK address for a few days but can be used for locum doctors working at weeknds in the UK. Essentailly, they must not have had a UK address for a considerable length of time and should be coming from overseas.

The envelope must not be opened unless there is written consent from the applicant as only they have the right to view the contents first.
